I guess they are Imperial Roman Auxiliaries. There are spears and no "Plila".
Look again, 4 poses are of auxiliaries and the eight other poses are legionaries.
You are right for Mini set 7, but not for Mini set 8.
You are correct, my bad. I wonder why they didn't make the sets match shield and pilum wise? Seems like a pretty weird design decision to me.
