fogged windows

I have a Piper dutch barge in Nevers France which has several double glazed windows which are fogged, hav ing condensation inside them. I believe there is no easy fix and they will need to be replaced. Is this correct? Can anybody tell me give me an idea of what it would cost to have this done to one window which is the central wheelhouse window measuring 652 x 667 mm?
