Pump out toilet

I am new to boating and have a Piper widebeam. Just over two years old. I have a pump out toilet and it does not flush properly. The tank is a quarter full and just started today. Any ideas to a problem and, is it a plumber I need or a specialist worker to address it.

No problem.


Starting with the simplest explanations. Pump out and see if that solves it, as it may be a gauge problem.

The only things that should go down the loo should be things that have been eaten or small quantities of loo roll. Could this be the problem?

(We're assuming that it's making some sort of noise, and it's not just a blown fuse)
