Well, they aren't Napoleonic Austrian Hussars, Danish Dragoons, Hungarian Insurrectio, Haitian rebels, Russian Bashkirs, Lithuanian Tartars, Polish Krakus, French Sailors of the Guard, Tyrolean rebels, Prussian Cuirassiers, Mysore infantry, or Duchy of Waraw Horse Artillery, but I'm sure they will be welcomed by many.
I think Asher is on the money again with his thoughts. Apart from the havelock on the kneeling figure, the other has a neckerchief suggesting both are in hot dusty conditions like Texas or Mexico.
Not wearing any gear at all, just weapons. Look like irregulars or guerillas. The right one looks Latin, a Cuban independence fighter, Mambi? The flintlock pistol is too obsolete for that, but you never know what these guys bring to the fight.
So my vote is Spanish-American War, members of the Cuban Liberation Army (on US side).
