you would be surprised, but opponents to the Romans aren't popular at all and selling significantly less, than legionnaires. Same is valid for the Republican period, as opposed to the Imperial one.

Maybe that's depend on the type of opponent (there are a lot of sets for germanic warriors, Dacians, celtic warriors available)
But how about 'new ones' like hellenistic armies (Mithridatic, Ptolemy, Seleucid, ...
