Just mix some LW and Caesar judeans with roman auxiliaries and make some conversions withroman heads, shields and any armours...

For the Romans, any of the early Imperials will be close enough. (And don't forget the Strelets Roman transport.)
For the Judaeans, the Caesar Hebrews shouldn't look too out of place, apart from Samson and the four Moses (Mosheyim??) For the missile skirmishers, the Strelets and HaT auxiliary slingers are ideal, maybe removing the Roman swords and some of the shields; they are also easily converted to javelin men. Most of the figures in the HaT Alexandrian Light Infantry would be OK too - even the peltasts, though with oval shields instead of the peltae.

Mike B has the right idea, although the four Deborahs or Yaels (Devorot? Yaelot?) from the Caesar set would also be inappopriate. And most of the weapons for the ring-hand guys in the Caesar set are probably also inappropriate for the 1st Century CE -- the axes and swords are more appropriate for the period of the Judges, David and Solomon some 800 years earlier, though the clubs and sticks could probably work for any time period. Still impressive how costume and dress among ordinary people probably changed very little over a milennium in the region.

Yeah, Sam, forgot about the kopesh...
Regarding costume, I believe some authorities claim that there is no evidence for the keffiya-style headdress before the Middle Ages, but table-top Hebrews (and school nativity plays) wouldn't be the same without it.
