Can anyone tell me how to find information about a soldier garrisoned in Valenciennes France 1818?

1788 - Born in Ballinakill, Queens County Ireland
He claimed paternity of a child called Eugenie Phelan born there in 1818.
I've looked through the GRO website and did general searches and his name did not appear... |
