Message:   The purpose of my visit, from my DS-2019, is "research in astrophysics" (I am not studyng at an American university) on a fellowship.

Maybe I was too long in my first question. I'll make it short.
I have met the substantial presence test, therefore in 2008 I filed Form 1040 and 8833 to claim tax exemption under article 20 invoking the saving clause. Now the IRS is telling me that if I want to file form 1040 I must provide them with a copy of my green card, otherwise I have to file 1040NR.
Evidently I can't do the former, but the latter seems wrong to me. What should I do?
