Message:		Hi Melany - Paragraph 3 of Article 20, like the rest of the Article, is subject to the exception to the "saving clause" which operates to allow individuals who qualify for the benefits but who pass the substantial presence test to continue to claim the benefits. This paragraph is for non-service payments only. Once you become a permanent resident of the US the treaty no longer applies.
