Message:   This person was on a J-1 student visa for 2000 and 2001. Then in 2005 to present on a J-1 research scholar. Since 2005 they received both German fellowship and US wage income. Since she knew she would be here longer than two years, she did not take Artile 20, paragraph 1 and paid taxes on US income filing as a nonresident. This of course is wrong as she was here before on a J-1, so is a resident from 2005. My question for her is, can she take Artile 20 paragraph 3, which refers to 'any person' and mentions income from a nonprofit source in Germany. No amount of research or calling the international division of the IRS could clarify this. :(
